شورای حکام آژانس بین‌المللی انرژی اتمی روز چهارشنبه ۱۹ تیرماه به درخواست ایالات متحده آمریکا نشستی اضطراری برای بررسی نقض تعهدات هسته‌ای ایران برگزار کرد.
به گزارش الشرق الاوسط، گزارش خبرگزاری آلمان حاکی است که یوکیو آمانو مدیرکل آژانس، در ابتدای این نشست، ۳۵ کشور عضو را در جریان آخرین یافته‌های بازرسان قرار داد. آژانس پیشتر افزایش ذخایر و سطح غنی‌سازی از سوی ایران را تأیید کرده بود.

آمریکا: تاکتیک‌های باج‌خواهی
به گزارش خبرگزاری آسوشیتدپرس جکی ولکات، نماینده آمریکا در سازمان‌های بین‌المللی در وین در نشست شورای حکام آژانس بین‌المللی انرژی اتمی اقدامات ایران برای کاهش تعهداتش در توافق هسته‌ای را «باج‌خواهی» نامید و گفت: «توسعه برنامه هسته‌ای ایران، تلاشی روشن برای اخاذی از جامعه بین‌الملل است. خطرپذیری و تاکتیک‌های باج‌خواهی، سبب کاهش تحریم‌ها نخواهد شد.»
ولکات گفت ایران هیچ دلیل معتبری برای کاهش تعهداتش در توافق هسته‌ای ندارد. نماینده آمریکا از ایران خواست فوراً برنامه هسته‌ای خود را به عقب بازگرداند.

تروئیکای اروپا: تضعیف بیشتر برجام
سه قدرت اروپایی، بریتانیا، فرانسه و آلمان با قرائت بیانیه مشترکی از «عدم پایبندی ایران به برجام و اقدامات آتی ایران در خصوص کاهش تعهداتش در توافق هسته‌ای» عمیقاً اظهار نگرانی کردند.
این سه کشور اروپایی اعلام کردند که همچنان به توافق هسته‌ای پایبندند اما حمایت آنان از برجام به اجرای کامل تعهدات ایران بستگی دارد.
سه قدرت اروپایی خواهان تغییر رویه ایران شدند و از تهران خواستند از اقداماتی که به تضعیف بیشتر برنامه جامع اقدام متشرک بینجامد خودداری کند. آن‌ها خواهان تشکیل جلسه اضطراری مشترکی برای بررسی کاهش تعهدات ایران در برجام شدند.

روسیه: حفظ یک‌طرفه توافق بسیار سخت است
میخائیل اولیانوف، نماینده دائم روسیه در آژانس بین‌المللی انرژی اتمی با قرائت بیانیه‌ای از اعضای شورای حکام خواست که عدم پایبندی آمریکا به برجام را محکوم کنند. اولیانوف در بیانیه خود گفت: «هدف توافق هسته‌ای، تنها رفع مسئله هسته‌ای ایران نبوده و برای عادی‌سازی روابط اقتصادی و تجاری با ایران منعقد شده‌است. ایران می‌بایست تنها در قبال برداشته شدن تحریم‌ها، برنامه هسته‌ای خود را صلح‌آمیز نگه دارد.»
نماینده دائم روسیه در آژانس بین‌المللی انرژی اتمی در ادامه این بیانیه یادآوری کرد: «حفظ یک‌طرفه توافق بسیار سخت است. سیاست آمریکا در خصوص فلج کردن اقتصاد ایران، تأثیر منفی بر بازرسی‌های آژانس بین‌المللی انرژی اتمی در ایران گذاشته‌است.»

ایران: نیاز به حسن نیت و جو سازنده
کاظم غریب‌آبادی، نماینده ایران در سازمان بین‌المللی انرژی اتمی با قرائت بیانیه‌ای از آمادگی ایران برای بازگشت به همه تعهداتش در برجام خبر داد اما مشروط برآنکه سایر طرف‌های قرارداد نیز به‌طور کامل به تعهدات خود عمل کنند. غریب‌آبادی در این بیانیه گفت: «به اعضای اروپایی برجام و اتحادیه اروپا توصیه می‌کنیم تا به جای ابراز نگرانی از اقدامات ایران برای اعاده تعادل به برجام، از اقدامات آمریکا ابراز نگرانی کنند.»
نماینده ایران در سازمان بین‌المللی انرژی اتمی در ادامه این بیانیه افزود: «ایران مصمم است تا حمایت خود از برجام را با حسن نیت و در جوی سازنده تا زمانی که همه طرف‌ها به‌طور کامل تعهداتشان را رعایت می‌کنند، ادامه دهد. ایران آماده است تا اجرای کامل برجام را متناسب با اجرای تعهدات توسط همه طرفین حاضر در برجام و آنهایی که در کمیسیون مشترک از هشتم می ۲۰۱۸ (مربوط به خروج یکجانبه آمریکا از توافق) اتخاذ شد را از سر بگیرد.»
«کارهایی که ما می‌کنیم فقط یک هدف دارند: می‌خواهیم توافق هسته‌ای را حفظ کنیم. در صورتی که همه شریکان ما در توافق به تعهداتشان عمل کنند، همه اقدامات ما را ظرف یک ساعت می‌توان به عقب برگرداند.»
دولت دونالد ترامپ ۱۸ اردیبهشت پارسال از توافق شش قدرت هسته‌ای با ایران خارج شد و تحریم‌های معلق شده در نتیجه آن را بازگرداند. واشنگتن گفته که به دنبال توافقی جامع با تهران است که علاوه بر فعالیت‌های هسته‌ای اش، برنامه موشک های بالستیکی و دخالت ایران در منطقه را نیز در بر بگیرد.

شكر السائقُ البريطاني أولي ميلروي منافسَه لوك هارتوخ لإنقاذ حياته؛ ​بعد أن توقف السائق الهولندي وسحبه من سيارة «فيراري» المشتعلة خلال «سباق بطولة الصين للسيارات الرياضية» الذي أُقيم في شنغهاي يوم السبت الماضي.

وتعرض ميلروي لحادث تصادم شمل سيارات عدة في اللفة الـ7 من السباق، ‌وأصيب بكسور ‌في 5 أضلع، ​وكسر ‌آخر ⁠في الترقوة، ​وكسر في اليد ⁠وأصبع، وكدمة في الرئة.

وكتب ميلروي عبر حسابه على تطبيق «إنستغرام»: «ما زلت على قيد الحياة، ويرجع الفضل في ذلك بالكامل إلى رجل واحد»، واصفاً كيف ترك هارتوخ سيارته وهرع لمساعدته ⁠قبل وصول فرق الطوارئ. وقال ميلروي: «لا ‌أتذكر أي ‌شيء في الفترة بين ​30 ثانية قبل الحادث ‌وساعة بعده، لكنني سأتذكر عمله ‌الشجاع المذهل طيلة حياتي».

وقال هارتوخ إنه تصرف بدافع الغريزة. وأضاف: «عندما رأيت سيارة تتحول إلى كرة نارية ضخمة، فلم أفكر لحظة ‌واحدة. بناء على ما رأيته، كنت أعتقد حقاً أن ⁠السائق ⁠قد لا يتمكن من الخروج بنفسه. توقفت وخرجت من سيارتي وتوجهت نحو السيارة. لم يراودني أي شك للحظة واحدة. كان الأمر مخيفاً».

وقال منظمو السباق إنهم سيحققون في الحادث ويعالجون أوجه القصور في إدارة السباق والاستجابة لحالات الطوارئ وعمليات الإنقاذ والدعم الطبي.

وانتقد فريق ميلروي؛ «إيه إيه آي موتورسبورت»، طريقة التعامل مع ​الحادث، وأعلن ​أنه لن يشارك بعد الآن في السباقات التي ستقام في الصين.

From buildings and megaprojects to data centers, demand for air-conditioning and cooling solutions is expanding across Saudi Arabia, driven by rapid construction and accelerating investment in digital infrastructure.

As artificial intelligence and cloud computing enter a period of rapid expansion, data centers are emerging as a new growth driver for the cooling industry, requiring advanced levels of efficiency and reliability and equipment capable of operating under harsh climatic conditions.

The boom extends beyond Saudi Arabia. Globally, the cooling industry is expanding as temperatures rise and demand for data centers grows. The International Energy Agency estimates that global electricity demand for building cooling has risen by about 50% since 2015 to around 2,900 terawatt-hours, while worldwide air-conditioner shipments reached about 200 million units in 2024.

Cooling buildings is placing increasing pressure on power grids, particularly during heat waves, while data centers and AI are adding another layer of demand for advanced cooling technologies.

Global data-center electricity consumption stood at around 415 TWh in 2024 and is projected to reach about 945 TWh by 2030, with cooling and environmental-control systems accounting for a significant share of energy use at these facilities.

The growth comes amid mounting pressure to improve air-conditioning efficiency and reduce its environmental impact. According to the UN Environment Program, global cooling demand could more than triple from current levels by 2050 under existing policies, making equipment efficiency and less energy-intensive technologies increasingly important.

These shifts offer Saudi Arabia an opportunity to expand its domestic air-conditioning and cooling manufacturing base as the Kingdom seeks to increase local content and meet more of its market needs through domestic production.

Nabil Shahin, managing director of the Middle East and North Africa office of the US-based Air-Conditioning, Heating, and Refrigeration Institute (AHRI), told Asharq Al-Awsat that Saudi Arabia accounts for more than half of the Gulf air-conditioning market. He attributed the market’s growth to expanding commercial and construction projects, alongside the boom in data centers.

Data Centers Reshape Cooling Market

The Kingdom is experiencing a “growth boom” in data centers, according to the AHRI executive, fueled by the rapid spread of AI and rising demand for cloud-computing services. He noted that several US and European companies are developing data-center projects in Saudi Arabia.

As their cooling requirements increase, AHRI is working with the Saudi Standards, Metrology and Quality Organization (SASO) to develop and modify standards for data-center equipment to reflect the Kingdom’s temperatures, climatic conditions and local requirements.

Saudi Standard for Evaporative Coolers

Shahin noted that SASO had asked AHRI to develop a new standard for evaporative cooling systems, locally known as “desert coolers,” which use water in the cooling process rather than the refrigerants used in conventional air-conditioning systems.

There is currently no unified global standard for such systems, he explained. AHRI is developing the standard for submission to SASO, with the aim of providing a reference for manufacturers in the Saudi market.

The new standard will include energy-efficiency measurement criteria to assess equipment performance and suitability for local conditions.

Improving air-conditioning efficiency is particularly important in Saudi Arabia because of the sector’s high electricity consumption. More efficient systems could reduce power demand and emissions associated with electricity generation.

Saudi Arabia Leads Gulf Market

The AHRI executive estimated Saudi Arabia’s share of the Gulf air-conditioning market at more than 50%, with demand continuing to rise alongside commercial and construction projects, particularly in Riyadh, coastal areas and Makkah.

Some estimates put the Kingdom’s share at about 60%, he noted, but he prefers the more conservative figure of over 50% because no verified official data precisely establish its market share.

The scale of demand has made Saudi Arabia attractive to international companies, several of which have expanded their presence over the past two years by establishing new factories or enlarging existing facilities.

Local manufacturing can give companies an additional advantage by reducing some import costs, which can range from 5% to 12%, according to Shahin. He pointed to three large domestic factories that are expanding their operations.

From Assembly to Component Manufacturing

Localization, however, still faces the challenge of dependence on imported components. Most key air-conditioning components — including electric motors, compressors, copper and refrigerants — continue to come from abroad.

Much of Saudi Arabia’s current manufacturing activity remains focused on assembly, although some components, including heat exchangers, are produced domestically.

The next step, the AHRI official argued, is to move gradually from assembly toward manufacturing a greater proportion of air-conditioning components in the Kingdom, including electronics, circuit boards and electric motors.

He called for additional government incentives and support, including land, industrial space, free zones and investment facilities, to help Saudi factories expand and increase the share of locally manufactured components.

The Kremlin said on Monday that it did not rule out the resumption of peace talks between Russia, Ukraine and the United States, but said it was too early to say when ‌and where ‌such talks might ‌take ⁠place.

Kremlin spokesman Dmitry ⁠Peskov made the comments when asked about a weekend visit to Moscow and Kyiv by US envoys Steve Witkoff and ⁠Jared Kushner who ‌are ‌trying to breathe new life into ‌stalled talks designed to ‌find a way to end the war in Ukraine.

Peskov said the Kremlin did ‌not rule out a phone call between Russian President ⁠Vladimir ⁠Putin and US President Donald Trump to discuss the US envoys' trip.

Moscow has not yet received any information about contacts between the US envoys and Ukrainian officials in Kyiv on Sunday, Peskov said.
