وزیر خارجه یمن اعلام کرد؛ با توجه به لجاجت گروه حوثی‌ها و افزایش تنش در حدیده، رئیس کمیته هماهنگی استقرار نیروها در الحدیده و رئیس کمیته نظارت بر آتش‌بس در اين استان به احتمال زیاد مکان برگزاری مذاکرات بین اطراف یمنی را به خارج از این کشور انتقال دهد.
خالد الیمانی در گفتگو با «الشرق الاوسط» با اعلام این خبر افزود: پاتریک کامارت از این طریق می‌خواهد آخرین تلاش خود را برای مجبور کردن حوثی‌ها به پایبندی به توافقنامه اعمال کند.
الیمانی معتقد است که گروه حوثی‌ها تاکنون «از مسئولیت‌ها و پایبندی خود بر اساس توافق استکهلم شانه خالی کرده‌است و تلاش می‌کند در اجرای آن مانع تراشی کند».
وی گفت: «این رفتار حوثی‌ها مسئله جدیدی نیست چراکه این گروه بیش از ۷۰ توافقنامه با دولت را لغو کرده‌است؛ و اکنون بیش از یک ماه از امضای توافقنامه تبادل زندانیان و بازداشتی ها می‌گذرد اما شبه‌نظامیان همچنان از اجرای دقیق توافقنامه اجتناب می‌کنند.
وزیر خارجه یمن در این مصاحبه که از طریق ایمیل با «الشرق الاوسط» انجام داده‌است، از برگزاری مذاکرات جداگانه سازمان ملل متحد با دولت یمن و کودتاچیان حوثی در روزهای آینده دربارهٔ تعز خبر داد و افزود: این مذاکرات به منظور تعیین تاریخ آغاز به کار کمیته «توافق‌های تعز» خواهد بود.
الیمانی که از ماه مه (اردیبهشت ماه) متصدی پست وزارت خارجه شده‌است، همچنین از تغییرات مهم در دستگاه دیپلماتیک یمن در دوره آینده سخن گفت.
وی همچنین اشاره کرد کشورهایی هستند که اقداماتی جهت انتقال سفارتخانه‌های خود به عدن را تدارک دیدند اما از ذکر نام این کشورها امتناع ورزید.
وی اعلام کرد که دولت یمن با تمام وزارتخانه‌ها و نهادهای خود در پایتخت موقت یعنی (شهر عدن) در حال انجام ماموریت‌های خود است؛ و وزارت امور خارجه یمن این امکان را دارد که سفارت‌خانه‌ها و فرستادگان دیپلماتیک در یمن را به عدن منتقل کند.

كررت السلطات الأمنية في بغداد، الثلاثاء، تأكيدها الاستمرار في ملاحقة مطلقي المسيّرات الملغمة ضد دول الجوار. وشدد رئيس خلية الإعلام الأمني الفريق سعد معن، على أن «التحقيقات مستمرة للوصول إلى منفذي» الاعتداءات ضد الأراضي السعودية.

وكان رئيس الحكومة العراقية علي الزيدي، قد أعفى قائد عمليات محافظة ميسان (جنوب)، وأقال قائد الشرطة فيها إلى جانب مسؤولي أمن آخرين، بعد ‌ثبوت انطلاق الاعتداءات التي استهدفت السعودية من أحد المواقع داخل المحافظة.

ونقلت الوكالة الرسمية عن رئيس هيئة الإعلام الأمني، الفريق سعد معن، أن «لجنة استخبارية اكتشفت المنصة التي تم الانطلاق منها بالطائرات المسيرة داخل الأراضي العراقية»، وتابع: «التحقيق جارٍ ومستمر، مع الاستعانة بالجهد الاستخباري والفني والأدلة الجنائية، وكذلك ما يخص البصمات وغيرها من التفاصيل المتعلقة بإكمال التحقيق للوصول إلى من قام بارتكاب هذا الفعل».

وأكد معن أن «التركيز منصب على من ارتكب الفعل، وهناك رؤية جديدة وخط جديد، الغاية منه الإصرار على عدم إعطاء أي فرصة لمن يحاول خلط الأوراق أو جر العراق إلى ما لا نريده».

وشدد المسؤول الأمني على أن العراق لا يسمح بأي اعتداء على دول المنطقة، مبيناً أنه «يسعى لأن يكون نقطة التقاء إيجابية في الشرق الأوسط والعالم أجمع». ولفت إلى أنه «جرى التواصل مع الجانب السعودي، لتوضيح الإجراءات التي اتخذتها الحكومة».

وكانت إيران دخلت على الخط بعدما طلبت من العراق رسمياً المشاركة في التحقيق، وهو ما وافق عليه الزيدي، وفق المتحدث العسكري باسم الحكومة.

مباحثات طالباني - عراقجي

سياسياً، أجري زعيم حزب «الاتحاد الوطني الكردستاني» بافل طالباني، سلسلة اجتماعات مع القادة الإيرانيين خلال زيارة قام بها، الثلاثاء، إلى طهران، ابتدأها بلقاء وزير الخارجية الإيراني عباس عراقجي.

وقال المتحدث باسم وزارة الخارجية الإيرانية إسماعيل بقائي، إن زيارة طالباني إلى طهران تأتي بدعوة من وزير الخارجية الإيراني، وفي إطار المشاورات المستمرة التي تجريها إيران مع الحكومة العراقية وحكومة إقليم كردستان العراق، بهدف توسيع العلاقات الثنائية وتعزيز السلام والاستقرار في المنطقة والتعاون الاقتصادي وأمن الحدود.

وجاءت زيارة المسؤول الكردي لطهران بعد يوم من تعرض مناطق مختلفة في السليمانية، معقل حزب «الاتحاد الوطني الكردستاني»، إلى هجوم بخمسة صواريخ يعتقد أنها إيرانية، ما يدفع مصادر ومراقبين إلى ترجيح أن تركز الزيارة على الملف الأمني.

وقال بيان لحزب «الاتحاد الوطني» إن الاجتماع بين طالباني ووزير الخارجية الإيراني عباس عراقجي، «ناقش آخر المتغيرات السياسية والتطورات العسكرية في المنطقة، وأن جلال طالباني أكد على أن المشكلات تحتاج إلى حل سلمي وحوار مستمر».

ونقل البيان عن طالباني تأكيده على جهود حزبه لـ«ترسيخ السلام وتهدئة الأوضاع، وأن إقليم كردستان يحترم أمن وسيادة دول الجوار، ويربطنا مع الشعب الإيراني تاريخ مشترك وعريق».

رسالة إلى طهران

بدوره، يرجح مصدر كردي رفيع أن يطرح طالباني على الجانب الإيراني مجموعة كبيرة من المسائل الأمنية والسياسية والاقتصادية، بالنظر للوفد الكبير الذي يرافقه.

ولا يستبعد المصدر أن «يقوم طالباني بنقل رسالة من واشنطن إلى طهران، بالنظر للعلاقات الجيدة التي تربط طالباني وحزبه بالعاصمتين».

لكنه يتفق مع وجهة النظر التي تعطي الأولوية للملف الأمني، بالنظر لكثرة الهجمات التي شنتها إيران وفصائلها في العراق على كردستان بذريعة وجود بعض الأحزاب الكردية الإيرانية داخل الإقليم.

وطبقاً لبعض الإحصاءات والمصادر، فإن ما لا يقل عن 6 أحزاب كردية معارضة لطهران تعمل داخل العراق ضمن حدود إقليم كردستان، وضمنها «الحزب الديمقراطي» الكردستاني الإيراني وحزب «الحياة الحرة - بيجاك»، بجانب «حزب العمال الكردستاني» المعروف باسم «كومله».

واتفقت هذه الأحزاب مطلع العام الحالي على توحيد صفوفها السياسية لتشكيل تحالف مشترك يُعرف باسم «ائتلاف القوى السياسية لكردستان إيران» في تحرك يبدو أنه يسعى لمواكبة التطورات الإقليمية والصراع المتواصل بين الولايات المتحدة وإيران، وما قد ينجم عنه من نتائج.

ويرى المصدر أن «مناقشة الأوضاع الأمنية مع طهران بات يمثل أولوية للسليمانية ولكردستان بشكل عام، بالنظر لما تخلفه من مخاوف وأضرار بالأرواح والممتلكات، ولا أستبعد أن يطلب طالباني من الجانب الإيراني الضغط على فصائلها وحلفائها في الداخل العراقي تقليل الضغط والهجمات على الإقليم».

ورغم التأكيدات الإقليمية والاتحادية العراقية للجانب الإيراني بعدم السماح بمهاجمتها من داخل الأراضي العراقية، فإن إيران وفصائلها مستمرة ومنذ أشهر طويلة على استهداف الإقليم بشتى الذرائع.

ووقعت بغداد وطهران عام 2023 مذكرة تفاهم أمنية عسكرية وشاملة بهدف تأمين الحدود المشتركة بين البلدين وتحييد المعارضة الإيرانية داخل الأراضي العراقية في كردستان، وإغلاق ونقل مقارها بنحو 50 كيلومتراً بعيداً عن الحدود الإيرانية، غير أن تلك التدابير لم تمنع الجانب الإيراني من مواصلة الهجمات على كردستان.

Greek Football Association ‌president Makis Gagatsis and former Germany national team director Oliver Bierhoff on Tuesday backed UEFA's push for change in FIFA's leadership, underscoring a united European front in opposition to FIFA president Gianni Infantino.

"The Greek FA (EPO) has taken a clear position against a candidacy of Gianni Infantino," EPO President Makis Gagatsis told reporters.

"We saw things happen at the World Cup that are not acceptable to football public opinion," Gagatsis said.

"Then... came a program to sell World Cup rights and we are clearly against it, so we withdrew our support of the FIFA president."

He was speaking after a meeting ‌of the UEFA ‌Executive Committee in the northern Greek city of ‌Thessaloniki, ⁠with a "legends'" five-a-side ⁠game held in the city center to promote UEFA's grassroots program.

UEFA president Aleksander Ceferin was also present at the event but did not talk to media.

Infantino has been under mounting pressure ever since he unveiled a proposal to sell a commercial stake of the World Cup to private investors. The plan prompted fierce opposition, with UEFA, the Asian Football Confederation and ⁠North America's CONCACAF among those calling for change at ‌the top of FIFA.

FIFA quickly abandoned ‌the plan and apologized to member associations for mistakes made, but its leadership reaffirmed ‌support for Infantino after a crisis meeting in August in Morocco.

UEFA ‌has been among the staunchest critics of Infantino and have said a change in leadership is now necessary given the loss of trust in Infantino, who is planning to run for re-election in March.

"We have to take care of ‌football," Bierhoff, who was Germany's national team director for 18 years until 2022, said.

"It is already commercial but ⁠it is ⁠a property for all of football.

"The world views may be different but in the last weeks and months a lot happened so that we have no trust anymore that it will be going in the right direction."

Infantino has weathered the opposition against him since he apologized to FIFA members in August over errors surrounding the abandoned proposal but has since declined to discuss the fallout publicly.

Sources have told Reuters his critics are now having to rethink their strategy.

They have until mid-November to name a rival presidential candidate but so far there is no clear frontrunner.

On Saturday, Danish football chief Jesper Moller, a member of UEFA’s Executive Committee, said he would continue working with European colleagues to find a candidate who could command a majority.

Alarmed Yemenis Flee South as Houthis Keep Up Attacks

After a drone strike sent shrapnel flying into his wife's chest, killing her, Muhammad Aiyash and his three children fled with no belongings to a new makeshift camp for the displaced in the southern Yemeni city of Aden, the interim capital.

Panic has spread as Yemen's Houthis captured territories along the country's Red Sea coast that has enabled the Iran-aligned militants to seize another part of the country and tighten their grip over the Bab al-Mandeb Strait, one of the world's most important shipping routes for goods and commodities, including oil.

"By God, we do not possess even a single grain of flour. We have no mattresses and no clothes," said Aiyash, who is in his 60s and left his home behind in the ancient port city of Mokha in ‌a desperate search ‌for shelter in Yemen's latest crisis.

The UN refugee agency said on Tuesday ‌that ⁠more than 100,000 people ⁠had been internally displaced by the renewed conflict in Yemen, and that thousands more have fled by sea to Djibouti.

In the latest round of fighting, the Houthis have extended their control from the northern, most populous areas of Yemen, to cities and towns and islands in the west.

They have also opened a new area of combat in the Iran war, increasing pressure on ⁠global energy markets following the earlier effective closure of the Strait of Hormuz. The ‌Houthis have also stepped up attacks on Saudi Arabia.

'THE WAR CAME SUDDENLY'

At the Aden camp, families ‌sat beside tents, tending sheep and trying to assemble rudimentary shelters. Children stayed close to their parents as ‌adults carried belongings.

One displaced man, Tawfiq al-Kharij, showed a shrapnel injury to his leg as he sat with relatives outside a tent. He said he escaped with nothing but the clothes he was wearing.

"We were living peacefully in God's care, then the war came suddenly,” Kharij said. "Some died, and others survived."

UNHCR said on Tuesday that humanitarian access ‌remained "a major challenge".

"Insecurity, damaged roads, telecommunications disruptions and movement restrictions are affecting operations," the agency said in a statement.

Khadija Kudaf and her children had to walk for ⁠three days to get to ⁠Aden, a port city. "We didn't even bring the children's clothes," she said.

Yemenis are all too familiar with suffering.

The Arab world's most impoverished country has been mired in conflict since the Houthis seized the capital, Sanaa, in 2014, leading to a civil war that led to one of the world's biggest humanitarian crises.

A UN-brokered truce in 2022 largely halted major fighting, despite expiring six months later, but efforts to turn it into a lasting political settlement have stalled as regional tensions have intensified.

In Taiz province, northwest of Aden, another newly erected camp has begun to receive people fleeing fighting. Women and children carried water in jerrycans at the camp, while others washed clothes and gathered around tents.

A displaced woman there, Taghreed Salem, said families were struggling to find basic supplies.

“We arrived fleeing from the war, from the shells, from the missiles, from the aircraft that strike,” Salem said. “We came as newly displaced people. We want water, we want anything from them,” she said.
