دفتر امور رسانه ای الفجیره امارات روز یکشنبه (۱۲ مه) گزارش های منتشر شده درباره وقوع چند انفجار در بندر الفجیره را تکذیب کرد.
خبرگزاری امارات (وام) به نقل از دفتر رسانه ای الفجیره گفت «گزارش های منتشر شده درباره وقوع چندین انفجار قوی در بندر الفجیره در سحرگاه ۱۲ مه را تکذیب می کنیم».
مقام های اماراتی گفتند که امروز تردد و فعالیت در این بندر مثل روزهای دیگر است و از رسانه ها خواستند تا اخبار را با دقت بیشتر و با استناد به منابع رسمی منتشر کنند.

Guterres Calls on China, US to Establish AI Dialogue

UN chief Antonio Guterres called Tuesday for AI superpowers, the United States and China, to start a dialogue on the fast-moving technology's future, as calls grow to rein in the sector’s rapid development amid concerns about its potential impact on humanity.

“Governments with the greatest AI capabilities have the greatest responsibilities to humanity, to establish channels for dialogue, transparency, trust and cooperation,” Guterres said at the General Debate of the 81st Session of the UN General Assembly in New York.

“At a pivotal moment during the Cold War, strategic rivals came to recognize the need to manage shared existential risks,” he noted.

China and the US are currently discussing creating a communication channel for AI concerns in anticipation of a Washington summit meeting between US President Donald Trump and Chinese President Xi Jinping on Thursday.

The talks come as both powers confront rising fears that increasingly capable artificial intelligence systems could wipe out humanity, offering a rare incentive for cooperation despite an intensifying race for technological supremacy.

Power Has Polarized the World

In his final address to the annual high-level gathering at the UN General Assembly, Guterres urged leaders to avoid what he called “the great fracture – the division of the world into two rival blocs with separate economic, technological and security systems.”

He rebuked might-makes-right thinking, telling superpowers to recognize “that their power isn’t so super” — that “military power alone cannot secure peace” and that “no power can solve today’s challenges alone,” according to AP.

The future will be shaped by how the world addresses “four great tests of power” – power over war and peace, power fueling climate chaos, power unleashed by artificial intelligence and “power that concentrates wealth and drives inequality,” he said

The UN Chief said geopolitical divides have deepened, inequalities have intensified and trust has frayed.

“The climate crisis went from distant warning to daily reality. And artificial intelligence (AI) moved at a speed that has blindsided even those who created it,” he noted.

He said that on January 1, when he is no longer Secretary-General, he will keep championing the conviction that peace is possible and that human dignity is universal.

Guterres’ speech opened the main portion of the world's biggest diplomatic meeting of the year. Leaders from the UN's 193 member countries address each other and the international community and air their hopes, plans and grievances.

AI is a major theme at this year's UN General Assembly. Ahead of the week of meetings and speeches in New York, leaders of more than 20 countries urged binding safety measures for advanced artificial intelligence, warning that the technology's development could outpace the ability to control it.

China and the United States were not signatories.

Trump has come out strongly against AI safety measures, vowing on Saturday not to allow the “destruction” of the AI industry over what he calls unjustified fears.

China's President Xi Jinping in July said AI should not be dominated by a single country and urged international cooperation on its development.

الصكوك والسندات السعودية تفتح مساراً جديداً للوصول إلى السيولة

​تدخل سوق الصكوك والسندات السعودية المقوّمة بالريال مرحلة جديدة في تطوير التداول الثانوي، مع ربط تنفيذ الصفقات إلكترونياً بعمليات المقاصة والتسوية داخل السوق المحلية.

ولا تقتصر دلالة الخطوة على رقمنة تنفيذ الصفقات؛ بل تمتد إلى تسهيل الوصول إلى السيولة وتحسين اكتشاف الأسعار وتقليص الإجراءات اليدوية. وتبرز أهمية هذا الربط أيضاً في تجارب أسواق دولية طوّرت التداول الإلكتروني بالتوازي مع تكامل البنية المحلية لما بعد التداول.

وتأتي الآلية الجديدة مع إتاحة التداول الإلكتروني للمستثمرين والمتعاملين المحليين عبر نظام تداول بديل تديره «تريدويب»، إلى جانب المسار الذي أُتيح للمستثمرين الدوليين منذ إطلاق النظام في السعودية العام الماضي.

وأفادت «تريدويب» (Tradeweb) الأميركية، المشغِّلة في السعودية لنظام تداول بديل مرخص من هيئة السوق المالية لتداول الصكوك وأدوات الدين، بأن «جي آي بي كابيتال» والبنك السعودي الأول نفذا أول صفقة محلية عبر النظام، بينما أُحيلت تفاصيل الصفقة إلى شركة مركز مقاصة الأوراق المالية (مقاصة) لاستكمال إجراءات ما بعد التداول، ثم إلى شركة مركز إيداع الأوراق المالية (إيداع) لإتمام التسوية.

وتختلف الآلية الجديدة عن مجرد إضافة قناة إلكترونية لتنفيذ الصفقات؛ إذ تربط مراحل التنفيذ وما بعد التداول ضمن مسار واحد. ويتيح النظام للمستثمر المحلي طلب عروض أسعار من المتعاملين المؤهلين ومقارنتها إلكترونياً، قبل إرسال تفاصيل الصفقة المنفذة إلى «مقاصة» التي تتولى إصدار تعليمات التسوية إلى «إيداع». وتقتصر المشاركة على المستثمرين المحترفين والمتعاملين المحليين المستوفين متطلبات التسجيل والحسابات لدى الجهات المعنية.

وقبل إطلاق الآلية الجديدة، كانت عملية تنفيذ الصفقات والتسوية المحلية تتم عبر مسارات منفصلة، ما قد يتطلب نقل تفاصيل الصفقة أو إدخالها بين أنظمة مختلفة. أما النموذج الجديد، فيوفر سجلاً إلكترونياً متصلاً من تنفيذ الصفقة إلى مراحل ما بعد التداول، بما يقلل تكرار إدخال البيانات والتدخل اليدوي، ويحسّن قابلية تتبع العملية وتدقيقها، من دون تغيير طبيعة الصفقات الثنائية أو ترتيبات التسوية المحلية المعمول بها.

وقال المدير العام والرئيس المشارك للأسواق العالمية في «تريدويب»، إنريكو بروني، لـ«الشرق الأوسط»، إن التداول الإلكتروني لا يخلق السيولة بحد ذاته، ولكنه يجعل السيولة القائمة أسهل في الوصول والعثور عليها.

وأوضح أن آلية طلب عروض الأسعار تتيح للمستثمرين مقارنة الأسعار المقدمة من المتعاملين المؤهلين من خلال عملية موحدة وقابلة للتتبع، مضيفاً أن زيادة عدد العملاء والمتعاملين المستخدمين للآلية يمكن أن تدعم -بمرور الوقت- كفاءة اكتشاف الأسعار وتعميق السوق الثانوية.

من السوق الدولية إلى التداول المحلي

وتأتي الخطوة بعد إطلاق نظام التداول البديل في السعودية في أكتوبر (تشرين الأول) 2025، والذي أتاح في مرحلته الأولى للمستثمرين الدوليين التداول الإلكتروني في الصكوك وأدوات الدين المقوّمة بالريال. وشهدت المرحلة الأولى صفقات بين مؤسسات دولية، من بينها «بلاك روك» و«بي إن بي باريبا» و«غولدمان ساكس».

ومع إضافة المسار المحلي، أصبح النظام يتيح قناة إلكترونية للمؤسسات والمتعاملين داخل السعودية، مع إبقاء عمليات ما بعد التداول والتسوية ضمن البنية التحتية المحلية. ويعني ذلك أن عملية تنفيذ الصفقة يمكن أن تبدأ إلكترونياً من طلب عروض الأسعار، وتنتهي ضمن مسار محلي للمقاصة والتسوية.

ولا تزال المنصة في مرحلة مبكرة من تطورها، ولم يقدم بروني بيانات محددة عن أحجام التداول منذ إطلاقها. وقال إن النشاط بدأ في التركيز على إتاحة أدوات الدين المقوّمة بالريال للمستثمرين الدوليين، قبل إضافة مسار للتداول بين المشاركين المحليين.

السيولة واكتشاف الأسعار

ولا يرى بروني أن التحول إلى التداول الإلكتروني يخلق السيولة من تلقاء نفسه، وإنما يمكن أن يجعل السيولة المتاحة أصلاً أسهل في الوصول إليها. ومع اتساع قاعدة المشاركين، يمكن لتوحيد آلية طلب عروض الأسعار ومقارنة عروض المتعاملين أن يساعد في تحسين اكتشاف الأسعار.

وتكتسب هذه المسألة أهمية مع اتساع سوق الدين بالريال السعودي وزيادة مشاركة المستثمرين الدوليين. ومن المنتظر أن تدخل أدوات الدين الحكومية السعودية في مؤشر «جي بي مورغان» للسندات الحكومية للأسواق الناشئة على مراحل، بدءاً من يناير (كانون الثاني) 2027، وهو ما يوسّع قاعدة المستثمرين الذين يتتبعون المؤشر أو يستثمرون في أدواته.

وقد يمثل اتساع قاعدة المستثمرين الدوليين، إلى جانب نمو المشاركة المحلية، عاملاً في زيادة الحاجة إلى آليات أكثر كفاءة للوصول إلى سيولة المتعاملين واكتشاف الأسعار؛ خصوصاً مع تطور السوق الثانوية.

مجالات للتوسع

ولا تقتصر فرص زيادة التداول الإلكتروني مستقبلاً على الصكوك الحكومية وأدوات الدين المقوّمة بالريال؛ إذ تشمل المجالات المحتملة السندات المؤسسية واتفاقيات إعادة الشراء والمشتقات، وفق ما ذكره بروني، على أن يرتبط إدخال هذه الأدوات بطلب العملاء وتوفر السيولة والموافقات التنظيمية اللازمة. وكانت هيئة السوق المالية قد رخصت «تريدويب» لمزاولة نشاط السوق في شكل نظام تداول بديل للصكوك وأدوات الدين.

وتتيح البنية الحالية إضافة منتجات وآليات تداول أخرى، مع الحفاظ على هياكل الحسابات وترتيبات التسوية وممارسات التداول المعمول بها في السوق السعودية، وفق الشركة.

ويقول بروني إن نجاح الآلية خلال العامين أو الثلاثة المقبلة لن يقاس بحجم تداول محدد، وإنما باتساع قاعدة المستثمرين المحليين والدوليين المستخدمين لها بصورة منتظمة، ونمو شبكة مزودي السيولة، واتساع نطاق الأدوات المتداولة.

وبذلك يتركز أثر المسار الجديد على الجانب التشغيلي من السوق الثانوية، عبر تقليص الفاصل بين تنفيذ الصفقة وتسويتها، وتسهيل الوصول إلى السيولة المحلية، بما قد يدعم تطور تداول الصكوك والسندات المقوّمة بالريال السعودي مع اتساع قاعدة المشاركين.

Aoun Rejects Any Settlement at Lebanon’s Expense as Salam Rallies Int’l Support

Lebanese President Joseph Aoun has stressed the need to strengthen national unity in the face of the challenges confronting Lebanon, saying any political settlement must not come at the expense of the country and its national interests.

Aoun warned on Tuesday against “seeking support from abroad against one another at home in ways that serve Lebanon’s enemies.”

“Let us instead draw strength from one another in dealing with the outside world,” he said.

Aoun stressed that Lebanon cannot be built by a single group, sect, or political party, calling for efforts to overcome divisions and enhance dialogue and communication among Lebanese citizens as the gateway to building trust and ensuring stability.

He said Lebanon can recover whenever its people place the national interest above all other considerations, urging greater engagement between generations and a move away from grudges and divisions.

Salam Mobilizes Support in New York

In New York, Prime Minister Nawaf Salam held a series of meetings on the sidelines of the United Nations General Assembly, stressing Lebanon’s priorities in discussions with UN Secretary-General Antonio Guterres, Jordan’s King Abdullah II, Turkish President Recep Tayyip Erdogan, Finnish President Alexander Stubb, Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani, Iraqi Prime Minister Ali al-Zaidi, Bahraini Foreign Minister Abdullatif bin Rashid Al-Zayani, and US Senator Jeanne Shaheen.

During these meetings, Salam stressed the need for Israel to fully withdraw from Lebanese territory and cease its attacks, strengthen the capabilities of the Lebanese Army, and ensure a continued international presence in southern Lebanon following the end of UNIFIL’s mandate.
He also emphasized extending state authority across the country and ensuring that weapons remain solely under state control.

Salam sought support for Lebanon’s recovery, reconstruction, and rehabilitation efforts, as well as for the continuation of government reforms and the expansion of cooperation and investment, particularly in energy, transportation, and regional connectivity.

Meeting with the UN Secretary-General

In his meeting with Guterres, Salam stressed the importance of maintaining a UN-backed international presence in southern Lebanon after the conclusion of UNIFIL’s mission, arguing that such a presence would support stability and help extend state authority.

He also discussed the humanitarian situation, noting that approximately 329,000 people remain displaced, and highlighted the need to shift from emergency response measures toward supporting returns, recovery efforts, and the restoration of essential services.

Regional Consultations

With King Abdullah II of Jordan, discussions focused on supporting Lebanon and its institutions, particularly the Lebanese Army, continuing coordination to reduce tensions, and mobilizing international support for arrangements that would prevent a security vacuum in the south.

In talks with Erdogan, Salam discussed strengthening Lebanese-Turkish relations and expanding cooperation in trade, investment, energy, and infrastructure, in addition to electricity and railway connectivity projects and support for recovery and reconstruction in southern Lebanon.

Salam to the Lebanese Diaspora: Difficult Decisions and Reforms

Addressing members of the Lebanese community in New York, Salam said that despite the difficult circumstances, the government had not abandoned its course. Instead, it had taken “difficult decisions” and launched a serious reform agenda aimed at changing the country's trajectory and building a state in which Lebanese citizens can regain confidence.

On the issue of weapons, Salam stressed that the government remains committed to implementing its decisions so that the state alone exercises authority across Lebanon, holds exclusive control over decisions of war and peace, and entrusts responsibility for citizens’ security to the Lebanese Army and legitimate security institutions.

He linked these efforts to achieving an Israeli withdrawal, securing the return of residents to southern Lebanon, and launching a broader recovery and reconstruction process, emphasizing that stability is an essential prerequisite for economic revival and investment.
