کامل حامد کشاورز عراقی با دلهره و نگرانی به مزارع طلایی گندم در مرکز عراق نگاه می‌کند، امسال محصول این مرد ۵۰ ساله به دلیل خشکسالی و کمبود آب به نصف کاهش یافته‌است.
گویی خشکسالی به تنهایی کافی نبود، جنگ در اوکراین و افزایش قیمت سوخت، بذر و کود از فوریه تاکنون بر بخش کشاورزی عراق با هزینه‌های بالای تولید سایه افکنده‌است.
این مرد که لباس سنتی سفید و کوفیه به تن داشت در حوالی روستای جلیحه گفت: «در حال حاضر خشکسالی غیرطبیعی است حتی چاه‌ها هم دیگر وجود خارجی ندارند و آب شور از آن خارج می‌شود».
حامد مانند همه کشاورزان در عراق از دستورات مقاماتی پیروی می‌کند که غلات آنها را می‌خرند. مقامات بر اساس میزان ذخایر آب و میزان بارندگی، مناطقی که باید در هر استان کاشته شود و نرخ آبیاری را تعیین می‌کند.

امسال به دلیل کمبود آب، عراق تصمیم گرفت سطح زیرکشت خود را به نصف کاهش دهد و به این ترتیب میزان محصولات کاهش یافت.
حامد یک چهارم صد جریب زمین کشاورزی را در اختیار داد. در مزرعه خود، دروگر برای برداشت در حال حرکت به این طرف و آن طرف است، سپس دانه‌ها را در پشت کامیونی می‌ریزد.
این کشاورز ۵۳ ساله می‌گوید: «یک دونم حتی ۵۰۰ کیلوگرم در سال گندم تأمین نمی‌کند» در حالی که در فصول گذشته یک تن گندم به دست می‌آمد.
این مرد همچنین از تأثیر جنگ در اوکراین بر وضعیت کشاورزان عراقی آگاه است. او می‌گوید که «این امر بر قیمت‌های بالای روغن موتور در بازارهای داخلی تأثیر گذاشته و بار مالی دیگری بر دوش کشاورزان وارد کرده‌است».
همه این عوامل باعث سرگردانی این مرد می‌شود. او می‌گوید: «نمی‌دانم چگونه خرج خانواده ام را تأمین کنم. من نه حقوق دارم و نه شغل. کجا بروم؟».
کمبود آب همچنان عامل اصلی فشار بر بخش کشاورزی عراق و جمعیت ۴۱ میلیونی این کشور است. آنها به تدریج تأثیر تغییرات آب و هوایی از بیابان زایی گرفته تا طوفان‌های گرد و غبار مکرر، کاهش بارندگی و کاهش سطح رودخانه‌ها بر زندگی خود را احساس می‌کنند.

موضوع آب نیز یک موضوع استراتژیک مهم است، زیرا عراق از آب دو رودخانه تاریخی خود یعنی دجله و فرات با ترکیه، سوریه و ایران مشترک است. بغداد بارها سدسازی توسط همسایگان خود را محکوم می‌کند که باعث کاهش سهم آن می‌شود.
رود فرات از استان الدیوانیه که روستای جلیحه در آن قرار دارد می‌گذرد و ۱۸۰ متر مکعب آب در ثانیه آن را تغذیه می‌کند. اما در این فصل، همان‌طور که هانی شعیر رئیس انجمن‌های مصرف‌کنندگان آب توضیح می‌دهد، «به ۸۰ متر مکعب در ثانیه رسید».
گواه این خشکسالی کاهش آب پروژه آبیاری الثریمه است که مساحتی بالغ بر ۲۰۰ هزار جریب زمین کشاورزی را تغذیه می‌کند. برخی از نهرها به‌طور کامل خشک شده‌اند.
الشعیر عدم ارائه راه حل از سوی دولت را محکوم می‌کند، زیرا وزارت کشاورزی امسال ۵ کیلوگرم کود در مقابل ۴۰ کیلوگرم کود در سال‌های گذشته ارائه نکرده‌است.
او می‌افزاید که در این شرایط سخت «کشاورز مهاجرت می‌کند، زمین را ترک می‌کند و به دنبال هر کاری به شهر می‌رود».
حمید النایف سخنگوی وزارت کشاورزی عراق به نوبه خود از افزایش قیمت گندم توسط مقامات برای پرداخت حدود ۵۰۰ دلار در هر تن به کشاورزان خبر داد.

به نوبه خود، حسن الوائلی مدیر کشاورزی الدیوانیه، به خبرگزاری فرانسه توضیح می‌دهد که طی سال‌های ۲۰۱۹ و ۲۰۲۰ میزان گندم تولید شده به ۵ میلیون تن رسید که خودکفایی عراق را در این محصول حیاتی تضمین کرد.
اما در این فصل، الوائلی توضیح می‌دهد که «به دلیل این تغییرات، کمبود آب و تغییرات اقلیمی.. همه اینها منجر به کاهش ۵۰ درصدی طرح کشاورزی شد».
پیش‌بینی می‌شود این کشور بین ۲٫۵ تا ۳ میلیون تن گندم تولید کند. النایف می‌گوید: «تولید سه میلیونی برای یک سال تمام برای عراقی‌ها کافی نیست». وی افزود: «ما نیاز به واردات داریم».
عراق همچنین تحت تأثیر نوسانات بازار جهانی و افزایش قیمت‌ها به دلیل جنگ در اوکراین قرار خواهد گرفت، اگرچه بغداد از کانادا، استرالیا و ایالات متحده گندم وارد می‌کند.
النایف توضیح می‌دهد: «با شتاب گرفتن جنگ روسیه و اوکراین، قیمت‌ها حتی در ایالات متحده و سایر کشورها (در پس زمینه) عرضه و تقاضا در حال افزایش است»، کشورهایی که گندم خود را معمولاً از روسیه و اوکراین خریداری می‌کردند، تمایل به واردات از کشورهای دیگر دارند.
احمد الجلیحاوی در مزرعه خود در جلیحه می‌پرسد که آیا تصمیم درستی برای کشاورزی و ترک تحصیل اتخاذ کرده‌است یا خیر. این کشاورز سی ساله به خبرگزاری فرانسه گفت: «من مدرسه را رها کردم و به کشاورزی رفتم، اما «امسال کشاورزی صفر بود». وی سال گذشته ۵۰۰ تن گندم به بازار عرضه کرد اما امسال میزان تولید او بین ۵۰ تا ۷۵ تن نخواهد بود.
به دلیل جنگ در اوکراین، قیمت کودها و حشره کش‌ها افزایش یافته‌است. این مرد می‌افزاید: «با توجه به پایین بودن تولید در سال جاری، به احتمال زیاد نتوانیم در سال آینده و فصول بعد، به خصوص به دلیل قیمت‌های بالا، کاشت کنیم».

Guarantees Demanded from Israel, Hezbollah over Proposed Int’l Force in South Lebanon

Countries being considered for a possible international mission to replace the United Nations Interim Force in Lebanon (UNIFIL), or as members in a verification mechanisms in proposed pilot zones in South Lebanon, are seeking security guarantees from both Israel and Hezbollah, Lebanese sources familiar with discussions with European countries told Asharq Al-Awsat.

Continued Israeli attacks and military violations in the South are blocking progress on both tracks, the sources said.

Lebanese President Joseph Aoun discussed the post-UNIFIL phase with Italian Prime Minister Giorgia Meloni during a visit to Rome on Friday, including Italy’s readiness to participate in a verification mechanism in the pilot zones and provide military support to the Lebanese Army.

Lebanese Army Commander Gen. Rodolphe Haykal, who headed to Rome on Sunday, is continuing those discussions, focusing on technical and military details.

Security guarantees

Military sources told Asharq Al-Awsat that Haykal’s agenda includes support for the army, preparations for the expiration of UNIFIL’s mandate at the end of this year, a proposed joint European force to replace it and a monitoring mechanism for the pilot zones.

The details are being discussed so they would be ready for implementation if political progress is made and obstacles are removed.

“Nothing is final at this point amid the Israeli escalation,” the sources said, referring to daily strikes and violations of the ceasefire agreement.

Protecting international personnel deployed in South Lebanon remains a key concern. Lebanese sources following the talks noted that countries being considered for any mission are demanding security guarantees for their personnel from both Israel and Hezbollah.

They are seeking Hezbollah’s prior approval for their participation and assurances that the party will not oppose their deployment. They also require Israel to halt attacks on Lebanese territory within their areas of operation.

“With the attacks continuing, there is no progress on any of the proposed files,” the sources underlined, adding that UNIFIL itself is struggling with the current military escalation in the South.

Italy seen as leading candidate

The proposed monitoring mechanism for the pilot zones also remains unresolved, with Israel objecting to the participation of some countries.

Italy appears the most likely candidate to secure approval from the United States, Lebanon and Israel, although no final decision has been made. Unlike France, Italy has not faced an Israeli veto, the sources remarked.

Military sources accused Israel of obstructing proposals for a verification mechanism because “it does not want anyone monitoring it,” citing human rights violations and other actions in the South that could be documented and potentially used against the Israeli military in the future.

Italy is considered the leading candidate to undertake the verification mission once political obstacles are removed, given its active role in several missions in Lebanon. Rome is also hosting US-sponsored Lebanese-Israeli negotiations.

Italy contributes 738 troops to UNIFIL, making it the mission’s largest European contingent. UNIFIL is also currently commanded by Italian Maj. Gen. Diodato Abagnara.

Italy also leads the Military Technical Committee for Lebanon (MTC4L), an international body coordinating multinational military assistance to the Lebanese Army. The Italian Bilateral Military Mission in Lebanon (MIBIL) has also provided training to the Lebanese Army since 2015.

Israeli operations continue

Meanwhile, the Israeli military continued to violate the ceasefire agreement in the South, carrying out major explosions in Kfar Tebnit, Yohmor al-Shaqif, Majdal Zoun and Khiam.

Israeli forces also carried out bulldozing and demolition work on the western outskirts of Mays al-Jabal, destroying a temporary school complex built and opened by the municipality after the latest war in cooperation with the Council for South Lebanon and the Jabal Amel Union of Municipalities.

Israeli troops also brought in a truck carrying explosives and began rigging several homes for demolition.

Airstrikes targeted the outskirts of Majdal Zoun in the Tyre district, Houla in the Bint Jbeil district, and areas around Deir Seryan-al-Qusayr and Dawhet Kfar Rumman in Nabatieh.

An Israeli armored force advanced toward an area between Hadatha and Haris, where bulldozers carried out operations.

Israeli forces positioned between Beaufort Castle and Kfar Tebnit, through the towns of Arnoun and Zawtar al-Sharqiyeh, opened heavy- and medium-machine-gun fire as several explosions were heard. Israeli artillery also struck the outskirts of Mayfadoun.

The escalation followed a night of airstrikes targeting Ali al-Taher hill, Dawhet Kfar Rumman and Nabatieh al-Fawqa, accompanied by intermittent artillery fire.

رحب الرئيس السوري أحمد الشرع بإعلان الولايات المتحدة إزالة بلاده من قائمة الدول الراعية للإرهاب، وقال «سوريا اليوم تنفض عن ‌‏كاهلها نكتة سوداء، وتمزق بأيديها صفحة من ماضيها ‌‏الأليم، لتنطلق إلى فضاء التنمية والإعمار والبناء».‏

وأضاف الشرع في كلمة مصورة للسوريين نقلتها وكالة الأنباء الرسمية السورية (سانا): «شعب سوريا ‌‏العظيم، قد فعلتموها مجدداً، وقد رُفعت عنكم ‏العقوبات وحُلت القيود، وأسال الله أن يعيننا على خدمتكم».‏

وتوجه الرئيس السوري بالشكر الجزيل إلى نظيره الأميركي دونالد ترمب وكل من وقف بجانب سوريا من ‌‏الدول الصديقة والداعمة.‏

وكان مكتب مراقبة الأصول الأجنبية في وزارة الخزانة ‌‏‌‏‌‏‌‏الأميركية أصدر، أمس الاثنين، تحديثاً رسمياً على لوائح ‌‏‌‏العقوبات، أعلن ‌‏فيه ‌‏رفع اسم سوريا من قائمة الدول ‌‏الراعية ‏للإرهاب، وذلك بعد ‌‏انتهاء ‏الإجراءات القانونية ‌‏المرتبطة ‏بمراجعة الكونغرس دون ‌‏‌‏تسجيل أي ‏اعتراض.‏

كذلك ألغت وزارة الخارجية الأميركية تصنيف «هيئة تحرير الشام» كمنظمة إرهابية عالمية. وانبثقت «هيئة تحرير الشام» من «جبهة النصرة»، الفرع السوري لتنظيم القاعدة قبل إعلان فك ارتباطها به عام 2016.

وأعلنت وزارة الخزانة بدورها الاثنين في بيان إزالة الهيئة من قائمة للعقوبات على عدد من الأشخاص والكيانات.

وقال وزير الخزانة سكوت بيسنت في بيان إن هذا الإجراء الذي يأتي بعد نحو سنتين من سقوط حكم الرئيس السابق بشار الأسد في ديسمبر (كانون الأول) 2024 «سيساعد في تشجيع المزيد من الاستثمارات في سوريا بما يعزز الاستقرار السياسي والاقتصادي» فيها.

وشدد بيسنت في البيان على أن «وزارة الخزانة تلتزم وعد الرئيس (دونالد) ترمب بإتاحة فرصة أمام الشعب السوري للوصول إلى أمور عظيمة».

لكن الوزارة شددت على أن إزالة القيود عن سوريا «لا تُبدّل موقف الخزانة في ما يتعلق بمكافحة الإرهاب العالمي والتزامها محاسبة الجهات السيئة في سوريا».

وكانت الولايات المتحدة أعلنت في يوليو (تموز) في البداية نيتها رفع اسم سوريا من قائمة الدول الراعية للإرهاب، وهي خطوة اعتُبرت تصويتا بالثقة في الرئيس أحمد الشرع. وجاءت هذه الخطوة فيما التقى ترمب الشرع على هامش قمة لحلف شمال الأطلسي في تركي.
وأكد وزير الخارجية الأميركي ماركو روبيو أن إزالة سوريا من قائمة الدول الراعية للإرهاب منحت السوريين «مساراً نحو الازدهار». وقال في بيان إن الخطوة «تزيل آخر العوائق الكبرى أمام استثمارات القطاع الخاص في سوريا، وتساهم في تعافي الاقتصاد السوري وإعادة دمجه في الاقتصاد العالمي».
وقال وزير الخارجية السوري أسعد الشيباني أمس، إن هذه الخطوة هي «ثمرة التحول الذي صنعه السوريون، وتجسيد لالتزام الدولة السورية الجديدة بالأمن والسلام الدوليين، بالإضافة للتعاون والشراكة مع الولايات المتحدة وسائر دول العالم».

وأضاف في منشور على إكس «سنواصل العمل لإزالة آثار العزلة، وتهيئة بيئة قائمة على الشفافية والمصالح المتبادلة والاحترام».
بدوره، اعتبر وزير المالية محمد برنية الخطوة «نجاحا كبيرا وتاريخيا للدبلوماسية السورية»، وفق ما نقلت «سانا». وأضاف أن رفع سوريا من قائمة الدول الراعية للإرهاب «باب كبير وأخير يفتح لتعزيز ربط سوريا بالنظام الاقتصادي والمالي العالمي واستقطاب الاستثمارات والتقنيات الحديثة ودعم فرص التنمية».
ورأى برنية أن ذلك يفرض أمام دمشق «تحدي المضي بثقة وعزم في مسيرة التعافي والإصلاح الاقتصادي والمالي واستكمال بناء المؤسسات».

من جهته، كتب حاكم مصرف سوريا المركزي صفوت رسلان على إكس «إنهاء تصنيف سوريا كدولة راعية للإرهاب خطوة تاريخية تعيدها إلى موقعها الطبيعي في منظومة الاقتصاد العالمية».

وأكد أن المصرف المركزي يعمل «على بناء نظام مالي حديث وموثوق، قادر على المواكبة والاستفادة من جميع الفرص».

Saudi Economic Growth Draws Foreign Investment

French President Emmanuel Macron described the visit of Prince Mohammed bin Salman, Saudi Crown Prince and Prime Minister, to France as an important milestone in bilateral relations.

“The Saudi Crown Prince’s visit to France marks an important stage,” Macron wrote on X ahead of his meeting with the Crown Prince. “Faced with the challenges in the region, France and Saudi Arabia have always worked together to promote peace and stability and will continue their consultations to this end.”

Macron said the partnership was rooted in action, spanning major projects, advanced technologies, investment and international events, including the Esports World Cup held in France this summer. “We have achieved a great deal together, and we want to go further,” he added.

In a second post, Macron said France was proud to have hosted the Esports World Cup “at Saudi Arabia’s request,” describing its success as the product of a shared ambition to develop talent and bring the two countries closer.

Shared economic ambitions

Macron’s remarks reflect not only the state of Saudi-French relations, but also their ambitions. Data from both countries show that economic ties, broadly encompassing trade, investment and other commercial activities, are expanding, with both sides seeking further growth.

One aim of the Crown Prince’s visit is to accelerate those ambitions. The Crown Prince and Macron chaired the first meeting of the Saudi-French Strategic Partnership Council, established in late 2024, at the Élysée Palace on Monday.

Saudi Arabia, which is moving rapidly into new strategic sectors, is seeking partnerships that build on decades of cooperation. Artificial intelligence, digital technologies, innovative and low-carbon industries and environmental sustainability are among the areas at the heart of Vision 2030.

France, meanwhile, is seeking to align its economic agenda with Saudi Arabia’s and participate in the Kingdom’s major development projects.

The ‘new economy’

A briefing by the Saudi Ministry of Investment highlighted the Kingdom’s economic strengths and the incentives it offers investors seeking access to the region’s largest economy.

Bilateral trade reached €10.1 billion last year, up 7.2% from the previous year. French direct investment in Saudi Arabia exceeded €16 billion in 2024, spread across 18 sectors and 651 licenses.

Macron has repeatedly encouraged Saudi investment in France while urging French companies to pursue opportunities in the Kingdom.

French presidential sources said the planned opening of a Saudi Public Investment Fund (PIF) office in Paris could help increase the Kingdom’s still relatively modest investment in France.

Paris, for its part, pointed to France’s record in attracting foreign investment. EY’s 2026 European Attractiveness Survey ranked France first in Europe for international investment projects for a seventh consecutive year, with 852 projects last year, ahead of the United Kingdom with 730 and Germany with 548. Europe’s 47 countries attracted a combined 5,026 projects.

Growth attracts investment

The French-Saudi Investment Roundtable held in Paris on Monday focused on investment and new opportunities, bringing together executives from major companies in both countries.

French businesses have traditionally concentrated on energy, water, transport, logistics, construction, hospitality and health care in Saudi Arabia. That footprint is now expanding into AI, digital infrastructure, culture, creative industries and mining.

Available figures show that the PIF invested about €7.36 billion in France between 2017 and 2024, supporting some 29,000 jobs. A financing memorandum between the PIF and state-backed Bpifrance also established a framework for €8.56 billion in new investment.

Laurent Germain, CEO of engineering and infrastructure consultancy at Egis, said he attended the forum to meet clients who had traveled to Paris for the occasion and to explore opportunities for new projects.

Egis has generated €300 million from its Saudi operations and employs 1,700 people there, most of them Saudis, in line with the government’s Saudization drive.

Germain described the Saudi economy as highly attractive, citing growth of around 4%, above global rates.

Egis intends to expand its investment in the Kingdom and continue supporting Saudi Vision 2030, launched a decade ago, he revealed.

The company has worked on projects, including Qiddiya, Diriyah, AlUla and the Riyadh Metro.

Florence Verzelen, executive vice president at Dassault Systèmes, similarly highlighted Saudi Arabia’s economic growth as a key attraction, saying it was among the highest in the Gulf region and globally.

The €5 billion company focuses on digitalization and AI, using virtual modeling to help accelerate the transition to real-world production. Its technologies are used in aircraft and electric vehicle manufacturing, infrastructure and nuclear projects, as well as pharmaceuticals.

Its Saudi clients include Aramco, railway operators, NEOM, AlUla and food producers, while it also has activities in the defense sector.

Verzelen highlighted Saudi Arabia’s recognition of the importance of the digital economy and its potential for practical applications.
